the proper use of vendors

Halo,

Reading the docs I was getting the impression that if you wanted to use a javascript library like MooTools (only for example) you'd work it into the vendors folder. Browsing the bakery I see people doing such things by creating a helper and dumping libraries into the webroot/js folder.

Just gotta ask, when exactly would you use vendors?
