Probably because

There isn't any pages_controller work to do, pages are static, they
don't and shouldn't use any data. /app/config/routes.php defines what
url maps to what action, and it's there whereyou'd define '/' points
at restaurants contorller, index action (for example).

do the blog tutorial and where it says (P|p)ost you write (R|r)
estaurant - and you're done. If you choose to do it via model baker
you still need to understand what it's doing for you.
