A cronjob would be your simplest approach as it already handles the re-occurring scheduling for you. No point reinventing the wheel!

I could write a check routine when the user loggs into the system
which sends all relevant emails, but this would mean the user has to
login and sometimes a user won't use the system for maybe 2 or 3
weeks.

What do I do if I want to call a function EVERY DAY at the SAME time?
Do I really have to write a cronjob for this purpose?
