Verifying with your host if mod_rewrite is enabled would be a good place to start :)

Your tmp directory is writable.

The FileEngine is being used for caching. To change the config edit
APP/config/core.php

Your database configuration file is present.

Cake is able to connect to the database.

I didn't have to do anything in my local environments and am not
familiar with the details of mod_rewrite or detailed Apache setup. Any
ideas?
