Multilingual website Arabic and Herbrew

Hi,

I would like to develop a multilingual website in Cakephp. This
website will be in Arabic, Herbrew and English. I would like to
maintain a database for each language so that Admin can change the
content, labels etc. from the Admin panel itself.

Can anyone Guide me in this regard. How can i proceed with it and what
are the requisite for it.
