Do you mean CakePHP 1.3 RC3 ?
If I'm not totally mistaken, there will be a RC4 within a week or two,
and then CakePHP 1.3 final.
I see no reason not to upgrade to the latest as it gets released.
RC3 is pretty stable, and the bugs are most likely in your own code.
I've had very few problems so far.
