I am working my way through that, but still cannot solve it. This is what I have so far:

(inner foreach)

   <?php 

 $i = 0;

 foreach($plan['State'] as $state):

 echo $state[$i]['title']; ?> 

   <?php endforeach; ?>

But I am getting error: Fatal error: Cannot use string offset as an array in...
