You can put static information into your views folder. Let me give you
1 example:
You can modifiy the content from "http://velocity.phpmydev.com/
members/" in /app/views/members/index.ctp
If you want to create something like http://velocity.phpmydev.com/about/
you have to create a new view:
/app/views/about/index.ctp
As CakePHP works with MVC, you also should create a controller and a
model. When you open in your browser http://velocity.phpmydev.com/about/
, you receive onscreen instructions how to do that.

You can find the layout in
/app/views/layouts
probably your layout is named default.ctp.

That depends on your personal needs. (personally I use simply notepad+
+ or vim)
I recommed you to read through http://book.cakephp.org and test around
with tutorials and examples /chapter 11
