I would also recommend having a look at Bootstrap from Twitter; it's a pretty comprehensive CSS/javascript/LESS/grid framework built by Twitter that has (apparently) been tested across multiple browsers. https://dev.twitter.com/blog/bootstrap-twitter

My first tip would be to realise that this ain't gonna happen, each browser (never mind PC, MAC, Linux, iPad, Android and on and on) will render your page slightly differently.  

Start with a simple website layout (maybe using a HTML5 reset and grid960 CSS frameworks) and get that working then build up from there.
