Prefix routing and urls

Cake 1.3

Is there any difference between these two:

echo $this->Html->link(
'Text',
array(
'admin' => true,
'controller' => 'foo',
'action' => 'bar'
)
);
echo $this->Html->link(
'Text',
array(
'controller' => 'foo',
'action' => 'admin_bar'
)
);

If so, what is it and which is preferred?
