Are you seeing the add form, if so when you submit the form echo debug($this->data); to check if the data is being sent.  

After that check to see if you have validation rules which are blocking the save, if you repeatedly get returned to the add user form then it is likely to be validation which is the problem.  Try echoing $this->validationErrors in the view to see if they contain anything.
