ah, found it.  In case anyone else stumbles on this, I changed 

Line 277 & 278 in /lib/Cake/Routing/Dispatcher.php from...

if (file_exists($path . $fileFragment)) {
   $assetFile = $path . $fileFragment;
}

to..

if (file_exists($path . str_replace('%20', ' ', $fileFragment))) {
      $assetFile = $path . str_replace('%20', ' ', $fileFragment);
}
