Year range 1991-2031

Sorry if this has been covered, but I could only find 2 references to
my issue, with no solution.

Using 2.0.4, I have new application referencing a SQL Server 2008 R2
table that has a datetime2 attribute called action_date.

The view record produces:
1986-01-21 00:00:00

The edit record produces a year range selector of 1991-2031 with the
correct month and day for the record.

Anyone have a pointer for a newbie?
