Is this too complicated ?

I want know if this is too complicated for CakePHP  / ACL / Roles or
other options......

I started with a simple Organization.  This Org has Roles and Users.
The Organization also has things to be managed by these users, like
Events, Membership Information, the Org Profile, Newsletter, etc.
Fairly simple -

ARO tree  with Roles and Users.

Organization
|--Admin
      |-------Tom
|--Billing
      |-------Sam
      |-------Sue
|--Newsletter
      |-------Betty
|--Events
      |-------John

ACOs
/controllers/events/*
/controllers/newsletters/*
/controllers/memberships/*

So far very straight forward.

Now, Take the Org tree and multiple this by 10. So there are now 10
different Organizations in the system.
And now say that any user can belong to 1 or more Organizations, and
have different Roles in Each Organization at the same time.

So, Tom could be Admin Role in Org1, Events Role in Org 4, and Billing
Role in Org 6.

Any suggestions on what direction to go?
