and instead of this  <?php echo $this->Form->create('Image', array('enctype' => 'multipart/
form-data')); ?> 

use  <?php echo $this->Form->create('Image', array('type' => 'file')); ?> 

and in your controller simply debug $this->request->data to see what data you have posted
