Throw OutOfBoundsException somewhere and catch it from outside, or create your own exception http://book.cakephp.org/2.0/en/development/exceptions.html#creating-your-own-application-exceptions
Also, read better beforeDelete() callback for your example:
public function beforeDelete($cascade = true) {
if ($this->Product->hasAny(array('product_category_id' => $this->id))) {
return false;
}
return parent::beforeDelete($cascade);
}
