cakephp file set not in working my local environment

HI,

I am new for cakephp, already website is running now. i downloaded all pages and datebase including. Than i put my local maching xampp server 

http://127.0.0.1/projects/dishgram/

not showing anything just empty page dispaly. Please help me on this regards.
