checkout page via SSL empty post array?

Hi there,

I have a checkout controller with the following in it:

        $this->Security->validatePost = false;
        $this->Security->csrfCheck = false;
        $this->Security->blackHoleCallback = 'forceSSL';
        $this->Security->requireSecure('index');
        $this->Security->allowedControllers = array('Carts');
        $this->Security->allowedActions = array('index');
        $this->Security->allowedFields = array('Checkout.method');
        $this->Auth->allow('index','processPaypal', 'processMerchant');

And I have the following on my cart page:

<?php echo $this->Form->postButton('Checkout with PayPal', array('controller'=>'checkouts','action' => 'index'), array('data'=>array('Checkout.method'=>'paypal'))); ?>

Can anyone tell me why the contents of 'data' are always empty on the checkout index?

I would assume that I have told it to allow carts to post to checkout/index?

I'm stumped :(
