Create a module in CakePhp 2.4.5

Hi,

How can I make a module "Admin"(Whose template is completely different to Main Site). I have seen Plugin Development in Cakephp tutorial and done follow their way but unfortunately could not get much help. 

What should I do? 

Should I create a plugin rather module? 

Please help.

I want to open the Admin like this way "http://localhost/myprojectname/Admin".
