Migrating PHP website from Windows to Linux or between Linux distributions

Hi, i want to develop a website in PHP (without using MYSQL) on a
windows machine, then migrate it to an Embedded linux box.

other scenario is to develop the PHP website on a Linux SuSE box and
migrate it later to an embedded Linux box.

is it possible? what changes should i do? is it too much to do? do you
suggest i develope the website on the destination environment
directly?
