Are you using scaffolding, have you baked your files, do you have a
database connection? Have you created /app/controllers/
mails_controller.php and /app/views/mails/index.ctp file?

Basically we would need a lot more info to be able to debug this
issue, my advice would be to make sure you have debug set to 2 (/app/
config/core.php) then Cake should give you a lot of clues as to what
is going wrong.
