Going live issue with l10n

I recently uploaded my app to a live server and started to experience
problems with l10n.
Actually the very first call on __() has no effect at all,it simply
returns the msgid enclosed in the function.
This has disastreous effects on some views where that call is made on
a title header( <h2>title.page</h2> ) . The app mirror on my localhost
server has never turned like this,
what should I change please ?

Using Cake 1.2.0.7692 RC3
