As Miles suggested, check your php.ini error settings. Specifically,
error_reporting and display_errors.
Can you run basic PHP scripts on this box? If so, what happens when
you deliberately cause a fatal error?
You mentioned that you took this app over from someone else. Could the
trouble be that it was created for an outdated version of Cake? Or are
the Cake libs local to the site?
