You have to install/configure mail server on windows.

Or use SMTP like gmail:

'host' => 'ssl://smtp.gmail.com',
'port' => 465,
'username' => 'example@gmail.com',
'password' => 'xxxxxxx',
'transport' => 'Smtp',

- make sure php_openssl is loaded in php.ini
