If it is not, there's your problem :-)
and if it is on, then you should google around for setting up .htaccess files and in what way to modify them.

Okay, thanks for that. Unfortunately it doesn't fix my issue.Your setup is slightly different as you have your domain pointing to the root folder of your cake folder. That is usually how I have mine set up when I am controlling the server. I tried editing my .htaccess in domain.com/oursite/caketest/ but it made no difference.
Are your other two .htaccess files set to the default without RewriteBase being set?
