While I was editing the files on the server via command line, mod_rewrite wouldn't do anything except throw errors.
After updating it via SFTP, it did the job.
I went ahead and refined your example a little bit:
<IfModule mod_rewrite.c>
RewriteEngine on
RewriteCond %{REQUEST_URI} !^/(?:development)(?:$|/)
RewriteRule ^$ app/webroot/ [L]
RewriteCond %{REQUEST_URI} !^/(?:development)(?:$|/.*)
RewriteRule (.*) app/webroot/$1 [L]
</IfModule>
To see a multiple-folder "ignore", check the snippet out on Gist.
Thanks Chetan, for pointing me in the right direction.
