@steve, for the user you inserted using mysql dump, the password field encryption function needs to be md5. This is one problem I also faced. I had to set the function to md5.
To create a login form with admin prefix, you need to pass the url option in form as something like this:-
url => array( 'controller' => 'users', 'action' => 'login', 'admin' => true)
then use auth component in users controller -> admin_login function
basically whenever you set 'admin' => true, it automatically checks for admin_prefix function.
