Depends on your need. Just look at what CakePHP does.

It has a 1.3 branch, a master branch ( for 2.x range), and 3.0 for dev.

When 3.0 goes stable, most likely there will be a 2.7(?) branch, and the 3.x range will be maintained on master.

If your product requires multiple releases that must be maintained in parallel, then this model could be for you.

If your product only has one release that needs maintaining, then merge into master when it goes live.
