Moved from DEV to TEST and CSS [webroot] isn't loading

Hi,

I have my CakePHP site running really well on my dev environment as http://domain/. When I moved it to a test site, on a production server, at new.domain.com, it loads, controllers and such work, I see data being pulled up, but my CSS and images from the webroot folder aren't working. I ensured the .htaccess files are configured properly, ref: https://groups.google.com/forum/#!searchin/cake-php/moved$20site/cake-php/0R47Rnktgjg/p1fa5i7vm6MJ. 

When I try to go to new.domain.com/css/general.css, I get page cannot be found, but it exists in my webroot/css folder.
