I ended up doing this.

$path = $this->Url->build([

        "controller" => "products",

        "action" => "index",

        $row->brand->id

    ]);

and then

<a href="<?=$path; ?>">

            <img width="100" height="50" src="/media/<?=$row->brand->image_path; ?>"/>

        </a>
