You can do like this.

and define following function in model table (in same class)->add('end_date', [
'mustValid'=>[
'rule'=>'checkForEndDate',
'provider'=>'table',
'message'=>__('End date should be greater than start date')
]
])
public function checkForEndDate($value, $context) {
if(!empty($value) && !empty($context['data']['start_date'])) {
if($value <= $context['data']['start_date']) {
return false;
}
}
return true;
}
return false;
}
}
return true;
}
