Which release to begin with?

Hello,

I experimented with Cakephp a couple of years ago.

Now I am wanting to begin using Cakephp again to build a new web
application. But I am wondering whether to begin using release 2.0 and
not worth about having to eventually move to it from 1.3.8.

Or would it be better to use 1.3.8 and then in the future migrate to
2.x.x?

The application will be quite simple, a language learning app. I will
need to be able to upload and display image files - full size as well
as thumbnails. I will also have to upload sound files to be played for
each different image.

My main concern is whether to go with Cakephp and if so which release
or another framework, ie Yii.

I would like to get away from PHP 4 code. I imagine that I could still
use 1.3.8 and keep code compliant with PHP 5.

Any and all comments and suggestions would be greatly appreciated.
