auth not working or not properly set up?

Based on this url
http://komunitasweb.com/2009/03/cakephp-acl-tutorial-what-and-how/
I have set up acl and auth component. I have 3 different groups
ceo, hr, employee and only give ceo access to all actions. however
when I create a user
with hr ( haven't granted anything yet ) I was able to login and add
users.

Am I doing something wrong here?
