Html & css are the same.
Your html will be in ctp files in the views folder. You can use the html helper and the form helper eases life a good deal.
Link your css using the html helper by passing the file name to the method and have the file in the webroot dir.
It's common for noobies to get unstyled pages as a result of mod rewrite issues.
Html * css are as plain or flavoured as you choose for you cake. You can customise almost every aspect of cake. Eg you can set up cake to use haml/sass.
