i'm having a strange issue with Cake 2.1 HtmlHelper and CSS files.
here's my layout

<div id='top'><?php echo $this->fetch("top"); ?></div>
<div id='menu'><?php echo $this->fetch("menu"); ?></div>

everything is working perfectly but if there's a form in the page the CSS links get all messed up
Link generated with a plain HTML page:
<link rel="stylesheet" type="text/css" href="/cakephp/development/myapp/theme/webapp/css/generic.css" />
Same app, same layout, the view contains a form
<link rel="stylesheet" type="text/css" href="/cakephp/development/myapp/webroot/index.php/myapp/theme/webapp/css/generic.css" />
i can't get rid of this. any help?
