Assuming you are running in a Windows Server environment with MS Exchange, how about looking at http://www.gfi.com/faxmaker#features and using its Text/XML API to integrate with your Cake app? That way you can ignore all the hardcore fax related stuff and focus on sending & receiving faxes from your App (with a one off cost for fax software). Plus it will all run on your local server environment (to your security concerns). It might be worth researching / talking to them.
