You should configure this in your Model. There is an attribute named $displayField which you can set the name from the column that actually represents the name of your register.

The html I would prefer would be more like...
<select name="data[Recipe][user_id]" id="RecipeUserId">
<option value="1">Robert</option> <option value="2">Paulson</option>
...
