RewriteRule not working as before

In the new version of CakePHP's RewriteRule not working as before. For example:
RewriteRule ^upozorenje/index $warnings/index [L]

Error is printed:

Error: UpozorenjeController could not be found.

I don't like use Router::connect() because it really slows the application.
