What is the use of

git clone git://github.com/cakephp/cakephp.git

 in this link cakePHP installation

Why we are cloning cakePHP?

How I can setup this cakePHP application https://github.com/OldWest/CakePHP-1.3-MEIO-image-upload-sample-code in my wamp server?
