Making Paginator templates work with themes [CakePHP 3]

Don't know if this is a bug or a feature but I am trying to make Paginator templates work with themes

I have to put the following in the AppController of the main program to make it work.  

public $helpers = [

        'Paginator' => ['templates' => 'Twit.paginator-templates.php']

        ];

If I put the same/similar in the AppController of the plugin it does not work. Am I missing something or it is a bug/oversight/feature

For theming it would be infinitely better if this worked from the AppController of the Plugin
