If all you need is a CMS I would suggest using an existing CMS rather than trying to build one yourself in any language. There are many good CMS packages available and some of them are based on CakePHP. CakePHP, or another framework regardless of the language it is based on, is appropriate for developing custom web applications that cannot be addressed by existing software packages.
