cakePHP 3.0.0-RC2 documentation, Testing

Testing  (page 559 in the pdf version)

I am attempting to follow the instrucions in the 3.0.0-RC2 document, current as of today.

I believe I have followed all of the instructions.

This is my setup.  (cakePHP 3.0.0-RC2, updated as of today)
