I'm not sure how up to date those are but that isn't the issue at the moment.
It appears your configuration of apache is incorrect.
You have 2 options.
The first being change your documentroot in httpd.conf of apache, so that your localhost points to your app folders webroot.
This keeps Cake core files as well as your app files above webroot.

OR

You can move your CakePHP app outside of htdocs, and then move your app webroot folder into htdocs.
You will then have to modify the index.php file inside of your webroot folder and give it the path to your cakephp core as well as specify the app name.
This setup is typical of shared hosting, it also allows you to utilize multiples apps with just one cakephp core, and everything is referenced via subfolders or subdomains which means you can have multiple cakephp projects on one domain (or localhost) without having to change your document root.
There are many examples of setting up this style of CakePHP, which I have posted my setup a few times before just takes a little searching.
