The issue with trying to update my PHP is that WAMP does not have a newer 64bit build, and the newer 64 bit builds that I can find are compiled with a different version of VC such that they likely won't play nicely.
Is there any way to verify that it is a PHP bug?

That is usually related to a PHP bug triggered by APC opcode caching. Maybe try to update your PHP version?
