How to prevent IE 7 browser from viewing site using cakephp 2.0?

My site doesn't support IE 7 browsers, so I need to give an error message on browser.  

Also I don't need to show my site at IE 7 browser. I know there is method at jquery/javascript but I need to do  in cakephp 2.0.
