Replacement of or add-on to CakePHP authentication and autorization

Currently I am selecting an development framework, doubted between
CakePHP, CodeIgniter, and Symfony. But going for CakePHP, one of the
reasons is the build in authentication and authorization module. Can
somebody tell me whether the User Management plugin below is a
replacement or an add on to the build-in authentication and
authorization module in CakePHP? And if a replacement what is the
difference?
