That doesn't seem to be a rewrite issue. What do your routes for
UsersController, if any, look like? Do you have the following in
routes.php?

require CAKE . 'Config' . DS . 'routes.php';

And if you have access to the server's Apache config, you'll speed up
the site a bit by putting the rewrite rules in the vhost config and
disabling AllowOverride so Apache won't be forced to look for and read
.htaccess files. Just copy the on at app/webroot/.htaccess into the
VirtualHost block.
