New Error

I am in the process of upgrading a 1.2 site to 1.3 and I am getting this new
error

<pre class="cake-debug.<b>Warning</b> (2)</a>: array_merge() [<a
href='http://php.net/function.array-merge'>function.array-merge</a>]:
Argument #2 is not an array [<b>CORE/cake/libs/sanitize.php</b>, line
<b>113</b...

I did not get this error on 1.2. So it appears array_merge with the sanitize
class....

Any ideas anyone?
