would be nice if perhaps you could do a plugin at a time.
it seemed that cake 2.0 was able to use plugins with 1.3 directories - could this be a step to ease migration of plugins?
I expect that after running the upgrade other tasks would have to be done manually
depending on what the app is using eg cakeresponse (reading up on that now)
