Deletion occurs at the end, after copying the files from the temp folder in the Config folder.
Please try the following code and tell me that the settings.php file is created in your / tmp / cache / persistent / folder?
Configure::store('Setting', 'settings', array('Site'=> array('title' => 'title example','slogan' => 'my not working example')));
